All of the funds that were negative last month have bounced back to positive growth – except for the F Fund which dropped .04%.
TSP holders who invest in the 3 stock funds, C, S, and I were rewarded in October with a rebound in the funds from their September lows. The F fund was slightly negative for the third month in a row, keeping it with the less than desirable status as the only one of the core five funds with a negative year-to-date return. The S fund held on to the top spot for best performing fund over the last 12 months at 49.31%, with the C fund trailing at 42.88% over the same time period. However, the C fund remains on top on a year-to-date basis for 2021 at 24.02% beating the S fund’s performance of 17.73% over the same timeframe.
Most analysts attribute the positive stock market momentum for the month to the generally positive start to the third-quarter earnings season. This is in spite of continued concerns over rising inflation, continued difficulty in Congressional negotiations over the infrastructure and reconciliation bills, and the likely start of upcoming Fed tapering.
On the pandemic news front, COVID cases nationwide continued to drop, the FDA approved COVID booster shots for many citizens and has just issued approval for children ages 5-11 to receive the vaccine. The federal government announced that all employees, except those with an approved exemption, are required to be vaccinated by November 22, 2021. There has been little guidance as to how the mandate will be implemented thus far, but we will continue to watch for updates.
Performance figures for the month of October 2021 have been posted on the TSP website. The best performer for the month was the C fund at 7.00%, while the F fund was the worst for the month, at -0.04%. Monthly and year-to-date returns for 2021 are shown below. (source, TSP.gov)

Month-to-month trends as shown above are interesting, but it is important to remember that short-term market volatility is to be expected and employees should not be making investment decisions based on short-term performance. The TSP is a critical part of an employee’s retirement plan. While no one can predict what 2021 will bring with regards to investment returns, we do know that it is important that TSP participants take a proactive role in monitoring their TSP accounts. This does not mean checking their balances and trying to time the market. Rather, it means being aware of the options available and managing those options to maximize your personal retirement outcome.

Please also make sure to check that your TSP Beneficiary information is up to date. Our advisors find that a good percentage of employees have either no beneficiary on file- or what is on file is out of date.
